Ellesmere Port Economic Development Zone

4M/EDZ is an area of Ellesmere Port, including many major existing industries and employers, where European and Central Government funding was identified to assist economic, physical and social regeneration within the corridor formed by the M53, M56, the Manchester Ship Canal and the River Mersey (hence the name of the zone). 

The purpose of the EDZ was to help, via grant funding assistance, the sustainable improvement and diversification of the local economy.  EDZ funding has encouraged strategic investment and development projects to proceed which, otherwise, may not have proved commercially viable. 

2007/8 has been a year of significant progress in the transformation of Ellesmere Port's employment areas, with several new office and light industrial developments coming to the market.  Vauxhall's decision to build its new Astra model at Ellesmere Port provided a boost, underlining the quality of the area's skilled workforce and its accessibility.

Many developments have received gap funding from the European Regional Development Fund and Northwest Regional Development Agency (NWDA).  This £12 million package will end in December 2008 and there are promising signs that market confidence in Ellesmere Port has turned a corner, driven by the emerging success of a new property product tapping into the popularity of Chester and Deeside occupiers who are welcomed with attractive support packages available to companies moving into these premises, to help with the recruitment and training of local staff.

An overview of the latest commercial property developments in Ellesmere Port:

  •  Pioneer Park
    • Peel’s master plan for 87 acres at Pioneer Park on North Road is now taking shape.
    • The £3.5 million Evans Business Centre was officially launched in December 2007, providing 23 offices and 18 workshops. Reliance Security and North West Motor Factor are the first tenants.
    • The distribution market is well supplied by Pioneer 210 and Pioneer Point, the largest distribution centre in the North West.
    • The first phase of high quality office accommodation at Pioneer Business Park was launched in November and comprises a terrace of four self-contained office units of approximately 3,850 sq ft each to provide total accommodation of 15,000 sq ft of offices.
    • Pioneer House – the second phase of Pioneer Business Park – will deliver fully serviced offices from 75 - 29,590 sq ft managed by DBH Serviced Centres Ltd.  Pioneer House can also offer traditional grade A office accommodation from 2,776 sq ft to 8,532 sq ft on the second floor.
  •  Elm Court
    • Northern Trust has completed the first of a series of speculative developments on Newbridge Road, off junction 10 of the M53. The 31,000 sq ft of workshop space, meets the needs of small businesses looking to expand in the area. It provides 18 workshops ranging from 2,100 sq ft to 2,700 sq ft.  Inspection Testing and Consultancy Ltd are among the businesses making Elm Court their base. 
  • Quay One, Newport Business Park
    • The Borough Council's own groundbreaking development Quay One occupies a prominent position on the Newport Business Park.  The exciting new development fronts onto Newbridge Road, one of the main arterial roads of the Stanlow business and industrial area.  The £5 million development is accessible from both junctions 9 and 10 of the M53 interchange linking the area with the national motorway network.  The units boast two-storey office accommodation to the front and separate service yard to the rear.  The development offers businesses the opportunity to relocate to quality accommodation suitable for a wide range of activities.
  • The Oaks Office Park
    • The Oaks Office Park consists of four self-contained two-storey office buildings.  Its highly prominent position off Stanney Mill Road, close to Cheshire Oaks and junction 10 of the M53, has attracted LMS, the leading provider of Home Information Packs. 
  • Oaklands Office Park Phase 2, Hooton
    • Oaklands is a Carillion development within an established office park in the Cheshire countryside.  Phase 2 provides seven superb office units, with the opportunity to purchase or lease newly built office accommodation from 2,520 sq ft up to 10,080 sq ft located within a picturesque and rural setting.  Furthermore, planning permission has also been granted for the third and final stage of the Oaklands development, which is providing design, and build opportunities up to 40,000 sq ft. 
  • Canalside Business Village and Trade Centre
    • Phase one of this development comprises 36,000 sq ft of warehouse/trade units with planning consent for B1, B2 and B8 uses.  Visible from junction 9 of the M53, the first phase comprises six 3,000 sq ft units and four 4,400 sq ft units which can be combined to accommodate larger requirements.
