What is CPA?
In 2002 the Government introduced the Comprehensive Performance Assessment (CPA) to assess the performance and services of all English councils helping them to focus on improvement. The assessment is lead by the Audit Commission with inputs from other external review bodies such as the Commission for Social Care Inspection (CSCI) and Office for Standards in Education (OFSTED).
In 2005 the way that CPA operates changed. The changes come under the new framework of ‘CPA – The Harder Test’ which aims to reduce inspection by increasing reliance on performance data and self assessments.

Judgements
A council is given an overall rating of 0 to 4 stars to show how well the council is performing. This is obtained by combining the scores achieved in the different service areas.
The areas relating to Cheshire County Council are: • Corporate Assessment • Use of Resources (Level 1) • Children and Young People (Level 1) • Social Care (adults) (Level 1) • Environment (Level 2) • Culture (Level 2)
Each service area is described as either Level 1 or Level 2 with more weighting given to Level 1 areas in determining the overall star rating achieved. For each area a rating of 1 to 4 is given (4 is the highest rating).
A well as a star rating councils receive a Direction of Travel statement which informs them on their rate of improvement. Options for this judgement are:
• Improving Strongly • Improving Well • Improving Adequately • Not Improving Adequately or Not Improving
