The Council has operated a Gypsy Policy for many years. There has been significant change in Government advice and legislation which makes it timely for the current policy to be revised and updated.
The revised Gypsy Policy takes into account advice and guidance from the ODPM Circular 1/06 (Planning for Gypsy and Traveller Caravan Sites), ODPM Guidance on Managing Unauthorised Encampments and Effective Use of Enforcement Powers, Human Rights Act 1998 and Race Relations (Amendment) Act 2000. Where appropriate, the requirements of relevant case law has been incorporated.

This document sets out the Council’s Gypsy Policy in relation to the following matters:-
- Persons to whom the policy is intended to apply.
- General Planning Policy
- Planning guidance for new sites to accommodate Gypsies and Travellers who reside in Cheshire.
- Accommodation needs on sites or in housing
- Unauthorised Encampments, Emergency Sites and Non-Harassment of Gypsies
- Education services for Gypsies and Travellers.
- Welfare services for Gypsies and Travellers.
- Location of sites and travel patterns
