Repair work after a fire on Bridge Street ChesterThe Council ensures an effective response to all major incidents by planning, preparing and exercising on a regular basis, both internally, and with colleagues from the other responding agencies.

The Council's responsibilities during a major incident are to:

  • Provide support for the emergency services;
  • Continue normal support and care for the local community;
  • Mitigate the effects of the emergency;
  • Co-ordinate the response of all non-emergency service organisations;
  • Rehabilitation and recovery of the community to its pre-incident state.

The Council’s preparations for its response to a major incident are contained in the County Major Emergency Plan which is subject to continual review and amendment.
The emergency services have also prepared plans to deal with their response to a major incident. By co-operating with the emergency services and developing an integrated emergency management system we have ensured that our arrangements will be harmonised.

What is a Major Incident?

On attending the scene of an incident, the emergency services have the capability to declare a “major incident”.  In doing so, the incident needs to meet one or more of the following criteria:

  • The rescue and transportation of a large number of casualties.
  • The involvement either directly or indirectly of large numbers of people.
  • The handling of a large number of enquiries likely to be generated both from the public and the news media usually to the police.
  • Any incident that requires the large-scale combined resources of the emergency services.
  • The mobilisation and organisation of the emergency services and
    supporting organisations, e.g. Local Authority, to cater for the threat of  death, serious injury or homelessness to a large number of people.

What is a Serious Incident?

A Serious Incident is any incident that is NOT a Major Incident, but meets one or more of the following criteria:

  • Has the potential to develop into a Major Incident
  • Involves contamination of the environment, water courses or air pollution.
  • Involves the evacuation or the potential for evacuation of members
    of the public
  • Involves major road closures
  • Involves the distribution of health advice to any members of the public.
