About Me

I have been an elected Member of Cheshire County Council since 1993. My interests lie in the areas of Planning, the Environment and Finance. I am the Liberal Democrat Spokesperson on and Vice Chairman of the Environment Scrutiny Select Committee and I am Chairman of both the Cheshire Pension Fund and the new Planning, Economic Development and Rural and Recreation Board.

I have also been a Member of Chester City Council since 1992 standing down this year. My principle interest was on Planning and I chaired the Planning Committee for a number of years.

I am a qualified Architect by profession and I worked as a Group Leader for Cheshire County Council until 1989. I then went into Private Practice until 1995. I have been married to Margaret for 38 years and we have 2 children. Matthew is a Chartered Accountant in Manchester and Ginny was a TV and film set designer with a degree in Architecture from Cambridge. Ginny now has four daughters and is a dedicated mother.

An end to all-night street lighting in parts of Cheshire, fewer and dimmer street lights, greater use of more efficient light bulbs, and reduced levels of lighting maintenance are under County Council consideration as a means of reducing costs and global warming.

Street lighting across Cheshire is costing £4.23 million a year. Energy costs absorb £2 million, routine maintenance £1.6 million and structural maintenance including the renewal of dilapidated lighting columns a further £630,000.

Health Park Development “Must Be Sensitive”, Says Local County Councillor

Proposals to develop Green Belt land next to the Countess of Chester Hospital must be sensitive, says Local County Councillor Colin Bain.

His comments follow a decision by the Environment Executive to recommend rejection of an application from Morris Developments (North) Ltd on the basis that it would be inappropriate for the Green Belt site.
