| I am married to Honorary Alderman Frank Dolphin, a former County Councillor and Borough Councillor. Frank is currently a Councillor with Vale Royal Borough Council.
I was elected in 1997 and represent Weaver Ward which consists of ten parishes mostly on the banks of the River Weaver. The parishes are Hatchmere, Weaverham, Aston, Dutton, Sutton Weaver, Acton Bridge, Crowton, Manley, Alvanley and Kingsley. Prior to election I was a civil servant, serving as a manager of an unemployment benefit office, a wages inspector and latterly a Senior Manager in Industrial Relations with ACAS, the Government’s Industrial Relations Body.
Whilst an Independent, I remain a member of the Conservative Group. This follows the elections to the Cheshire East and Cheshire West and Chester Shadow Councils when I stood on the principle of being against the division of Cheshire and in support of my Weaverham Vale Royal Borough Councillors. I am currently a member of the County Council's Executive and my portfolio covers Community and Communications. I am also Chairman of the County's Locality Board in Vale Royal and Vice Chairman of the Cheshire and Warrington Information Consortium. My outside body representation on behalf of the Council includes being a Director on Cheshire Community Council, a member of Cheshire Fire Authority, Trustee of the Lion and Salt Works Trust, a Member of the Hartford and Moss Farm Management Committee, Weaverham Community Association Management Committee, and Trustee of Weaverham and Acton Bridge Charities.
I sit on the Board of Governors of Wallerscote Primary School and Weaverham High School.
Since being elected, I have been a member of many Committees including being Chairman of Community Development Services in 2001-2002. I became Vice Chairman of the Council in 2002 -2003 and in 2003 -2004 was Chairman of the Council. The fourth woman to be Chairman since the Council was formed and the first female Chairman in the twenty first Century.
My hobbies include walking (I am a member of the Vale Royal and Knutsford Ramblers) and I am also a member of the Northwich and District Soroptimist Club being a past President of the Club and a past President of the Kingston Club in Surrey during my ten year stint in the London office during my civil service career. A member of the Inner Wheel club of Winsford, I was its President in 2005 -2006 and have also been president of the Northwich club when a fairly new member thirty years ago.
In the local community, I have been a member of the Weaverham Community Safety Action Group since its first formation over two years ago. This was a pilot which was so successful in reducing Anti-Social behaviour that it has been adopted elsewhere in Cheshire.
I was instrumental in bringing together the local authority representatives in Weaverham, the Youth Service, the High School, Fire Service and others to set up a very successful Arson Project when Weaverham was suffering from a spate of arson attacks by young people in Weaverham. This project with the Northwich Fire Service has successfully brought a group of young people together in training to be disc jockeys. A practical skill which has many benefits and there will be a second presentation this year to demonstrate its success in promoting confidence and team work in this group of people. The Youth Service will be supporting these young people to bring them into the community. In addition to this following my support for young people during my year as Chairman, I am working with the Weaverham Community Association to attract funding to build on a new Youth room for 13 to 19 year olds in the community which will fill a big gap in this area. I was also appointed a Director of Connexions earlier this year.
I am also a patron of the Weaverham Cricket club, which is over one hundred and twenty years old, and again helps to develop young people. As part of my portfolio is Health and well being I believe sport plays a big part in keeping young people healthy and fit and prevents obesity. |
