The Structural Funds 2000 - 06
The Structural Funds are designed to strengthen economic & social cohesion and narrow the development disparities among regions and Member states.
The current programme period is 2000 - 2006 with projects operating until 2008. The next programme period is 2007 - 2009 and details are being considered in 2006. There are 4 Structural Funds:
- European Regional Development Fund (ERDF)
- European Social Fund (ESF)
- European Agricultural Guidance & Guarantee Fund (EAGGF)
- Financial Instrument for Fisheries Guidance (FIFG)

In addition the Structural Funds support 4 Community Initiative programmes for 2000-2006. These are Interreg, Leader+, Equal, and Urban. Equal and Urban are not open to Cheshire.
Interreg III (Strand B) - Transnational Cooperation
This funds transnational cooperation between national, regional and local authorities to promote better integration within the Union sustainable and balanced development within the Union and better integration between the 25 Member States and other neighbouring countries. Funding runs from 2000-2006 with final spend by 2008. Cheshire falls within two eligible regions – North West Europe and Atlantic Area. Cheshire County Council is involved in an Interreg 3B project called the ‘European Garden Heritage Network’.
Interreg III (Strand C) - Interregional Cooperation
This Strand is intended to improve the effectiveness of policies and instruments for regional development and cohesion through networking, particularly for regions where development is lagging behind and those undergoing conversion. The Council is part of the European Chemical Regions Network which receives Interreg 3C funding.
LEADER + - Rural development
Leader + is one of four Community Initiatives funded by the Structural Funds, with funding running until the end of 2007. It funds Local Action Groups in rural areas to test out new approaches to integrated and sustainable development. The ‘Northern Marches’ Leader + area covers parts of south west Cheshire and the Welsh borders.

This funds labour market initiatives for unemployed and employed people.

To enhance the aptitudes and skills of people, especially young people, in initial vocational training; to improve the quality of continuing vocational training; to promote the contribution of vocational training systems to the innovation process and thus improve competitiveness and entrepreneurship.
