Cheshire Lifelong Learning – Statement of Service

Cheshire Lifelong Learning Service forms part of Cheshire County Council’s Community Services directorate.  It is made up of; Adult Learning, Community Learning, Family Learning, ‘Move On Cheshire’ (Skills 4 Life) and Parenting Education and Support.  The Service manages part-time provision at approaching 300 venues across the county.  It offers courses in all Areas of Learning. 

All the Adult and Community Learning programmes are provided through sub-contracting arrangements with five local colleges, three educational associations, an independent adult education centre and a range of voluntary and community organisations.  The Family Learning programme is managed and delivered by the Cheshire County Council Family Learning team and the ‘Move On Cheshire’ Skills 4 Life project is also directly delivered by Cheshire Lifelong Learning Service.

Over-arching Aims For Cheshire Lifelong Learning Service

  • Secure access to a broad and balanced range of local learning opportunities for adults which are accessible to all Cheshire people.
  • Improve access to learning for under-represented groups and those who are at risk of isolation, building on our success in widening participation, and encourage adults to participate and progress through learning by providing high quality information, advice and guidance.
  • Provide ‘First Step’ learning for skills development and employment readiness, working with employers and partners, focussing on rural and neighbourhood renewal areas; work with the County Council to build capacity to meet learning needs.
  • Contribute to community well-being and the Cheshire Community Strategy through opportunities which enable Cheshire people to balance work and life, cope positively with change, fulfil and enjoy themselves.
  • Add value through partnerships; influence the use of ILT to enhance programmes; raise standards of delivery and achievement; ensure that the voice of the learner is heard and used to identify and influence provision.
  • Improve the quality of adult provision through a well-managed service, meeting the requirements of the Common Inspection Framework (CIF) and inline with the LSC ‘Success for All’.

Leading on Learning

To learners – a variety of routes to access impartial information on:

  • A wide range of learning opportunities across Cheshire
  • The availability of learning and comprehensive contact information for all partner learning providers.
  • An informative webs-site linking to all partner learning providers.
  • Signposting learners to appropriate sources of information.
  • A brokering service between learners and learning providers.

To partner learning providers, we provide support in the form of:

  • The lead on joint policy and strategy to develop high quality, responsive learning provision across Cheshire.
  • Accessible information, advice and guidance on all aspects of Adult Learning including sources of finance.
  • Support networks.
  • Management Information, data analysis and benchmarking to inform target setting and measure impact of specific actions on learning.
  • Annual Reviews, Development Planning and Quality Support visits.
  • Teaching and Learning Observations.
  • Sharing and supporting Best Practice
  • Training and Development
  • A brokering service on behalf of the learner.
