Executive Summary

Whist the growing problem of global warming is widely accepted, the majority scientific view is that this is due to excessive levels of greenhouse gasses emitted into the atmosphere from worldwide economic and social activities. All the witnesses who appeared before the Scrutiny Panel reiterated this message.

It is not as if the Council has been inactive in the field already. It has been involved in several strategic initiatives, such as Agenda 21. It collaborates with District Councils in waste processing initiatives, energy projects and other carbon reducing activities. It works with many regional agencies and local communities on ‘greening’ projects and environmental improvement.

Given the overwhelming and, sometimes, contradictory and controversial amount of information available, research undertaken, and different solutions advocated, the Panel decided that all of this activity needed to be developed in a coherent overall strategic framework. For this reason it decided that it should concentrate on the sorts of areas and actions in which the County Council could make meaningful and positive contributions.

Much of the work on climate change and its effects concentrates on two major themes: mitigation, the steps needed to be taken to reduce the effects of change; adaptation, the steps needed to be taken to deal with the consequences of changes already taking place. The Panel therefore has concentrated on the following themes:

  • the Council’s mitigation of carbon emissions within its own estate, policies, and activities;
  • the adaptation measures needed within Cheshire to combat the outcomes of global warming.
