The existing minerals local plan for the county, The Cheshire Replacement Minerals Local Plan 1999, was adopted in 1999.  This plan is going to be superseded by the new plan making system of Local Development Frameworks (LDFs).  For more information on the new planning system please visit the planning portal website.  Work has now begun on creating a new Minerals Development Framework (MDF).

Relationship between the existing Cheshire Replacement Minerals Local Plan, 1999 and the emerging Minerals Development Framework

The existing local plan policies are the relevant policies for the determination of planning applications. Over time, these policies will be replaced by the documents contained within the emerging Minerals Development Framework, see link to Local Development Scheme.

The Core Strategy

Minerals, will seek to provide the strategic steer and overview and, where appropriate, more detailed policy objectives; the Site Specific Policy and allocations will provide the geographic location of potential future mineral development or safeguarding and again more detailed policy commentary and the proposals map will show the geographic location of all relevant policy and will be updated as and when new Development Plan Documents are adopted.

The new local development framework process:

Under the new planning system, plan making undergoes 4 stages; pre-production and evidence, gathering; production; examination; and adoption. The new Minerals Development Framework is at the production stage, where the first round of ongoing consultation and engagement, called ‘Issues and Options’, begins. The new system places great importance on engaging with the local community, early on in the production process. This process is called ‘Front Loading’.

As part of this ‘Front-Loading’ community involvement, The Council held a series of workshops and focus groups to enable the public to have a say in the development of the MDF, from early stages in the process.

The workshops and focus groups were held with a range of stakeholders between February and May 2006 across Cheshire. 

In addition to the workshops and focus groups, other community engagement and involvement events and activities have been carried out over 2006 to enable information and evidence gathering to inform the Issues and Options stage of the production of the MDF.
