Lay Reader’s Election Victory Could Claim Place In Local Government History

Northwich Lay Reader Herbert Manley may well have written himself a place in Cheshire’s local government history today (Friday).

Councillor Manley, 69, who won the Abbey by-election for the Tories, could be the last Member to be elected on to the 119-year-old Cheshire County Council.

The four-star authority will disappear from April 1, next year, to make way for two unitary councils representing east and west Cheshire.

"I understand there will be no by-elections after September 30, so I suppose I could well be the last of a very long line of County Councillors," said Councillor Manley.

"I decided to stand in the by-election to get vital experience of the way in which the County Council and its services are run, so that I could do a better job for the people who elected me."

Cheshire’s latest – and possibly last – County Councillor claimed the Abbey seat with a majority of 1356.

The seat became vacant following the decision of Tory County Councillor Shirley Harris to step down earlier this year.

Already a Vale Royal Borough Councillor, holding the portfolio for Regeneration, Lifestyle and Area Working, Councillor Manley is a member of the Manchester Port Health Authority and sits on the Cheshire and Warrington Regional Overview and Scrutiny Committee.

Councillor Manley completed a memorable day by also topping the poll in the same ward in the elections for the Cheshire West and Chester shadow authority.

"I’m hoping that experience in all three authorities will make me a better all-round Councillor. It certainly won’t leave me an awful lot of spare time!" he said.

A Hartford resident for over 40 years, Councillor Manley is a former employee of ICI and its successor companies in the Northwich and Runcorn areas.

Married with four children and four grandchildren, he is well known locally as a Church of England Lay Reader and lists his hobbies as gardening and travel.

The result for the Cheshire County Council by-election was:

Herbert Manley Conservative 2213

Arthur Wood Liberal Democrat 857

Mark Green Labour 432

The turnout was 35.97 percent.
