The Planning and Compulsory Purchase Act 2004 introduced a fundamental reform of the Planning System; including the replacement of the existing land use Development Plan System (consisting of Structure Plans and Local Plans) with a new system of Regional Spatial Strategies and Local Development Frameworks.

Documents making up the Cheshire Minerals and Waste Development Frameworks

The Cheshire Minerals and Waste Development Framework (MWDF) will comprise of a number of different documents, known as Local Development Documents (LDDs). These will comprise of Development Plan Documents (DPDs) and Supplementary Planning Documents (SPDs). For more information about how the new LDF system will work please visit the planning portal.

The Local Development Framework will also include a Statement of Community Involvement (SCI) and an Annual Monitoring Report (AMR).These documents will set out the important planning issues for the county and will include a set of policies to guide future mineral and waste related development.

An essential step towards the production of the Cheshire Minerals and Waste Development Framework is the production of a Local Development Scheme.  At a County level this relates only to Minerals and Waste planning. The Local Development Scheme is a public statement of the Local Planning Authority’s programme for the production of Local Development Documents.  As a result, the current Cheshire Replacement Minerals Local Plan 1999, and the Cheshire Waste Local Plan, 1987(pdf), will both eventually be replaced by individual Minerals and Waste Development Frameworks (MWDF).

The Cheshire Minerals Development Framework has been developed in accordance with the Local Development Scheme.

The Minerals and Waste Development Scheme for Cheshire 2004-2007 has been approved by the First Secretary of State in March 2005. This document provides the starting point for the community, and other stakeholders to find out what documents we intend to prepare, and the key stages for involvement. The Cheshire Replacement Waste Local Plan is included within the Local Development Scheme for completeness but will be prepared under the transitional regulations. The Plan has just gone through a public inquiry and the Inspector’s Report is due spring 2007, with adoption to follow in summer 2007. The adopted plan will be known as The Cheshire Replacement Waste Local Plan.
