Cheshire County Council in partnership with Crewe and Nantwich Borough Council, Congleton Borough Council, Ellesmere Port and Neston Borough Council, Macclesfield Borough Council and Vale Royal Borough Council commissioned consultants White Young Green to prepare a Town Centre Study for Cheshire.
The Town Centre Study updates the Cheshire 2000 Retail Study and fulfils the requirements of Planning Policy Statement 6 including identifying a network of centres, assessing the need for additional development and undertaking town centre health checks.
Survey Area
A total of nine survey zones were identified in the Study. Eight of these were identical to the Zones used in the Cheshire 2000 Retail Study and were defined using postcode sectors. An additional survey zone comprising the South Warrington area was also incorporated into the study. Retail capacity and health check information is provided for Congleton; Crewe; Ellesmere Port; Macclesfield; Northwich; Frodsham; Holmes Chapel; Knutsford; Alsager; Middlewich; Nantwich; Neston; Poynton; Sandbach; Winsford.
Purpose of the Study
The purpose of the Cheshire Town Centre Study has been to:
- Provide a strategic overview of retail and leisure patterns in the Study Area;
- Assess convenience and comparison shopping and commercial leisure patterns in Cheshire;
- Consider the convenience, comparison and non-food shopping roles and performances of the County’s main centres and the hierarchy of centres;
- Consider the vitality and viability of the County’s main centres;
- Compare the health and performance of centres with the position recorded by the Cheshire 2000 Retail Study (published January 2001);
- Estimate broadly the quantitative capacity for additional convenience and comparison retail floor space and commercial leisure provision, over the period 2006 to 2021, arising from change in population and growth in spending in the Study area.

Amendment
Please note during the course of the Crewe Town Centre Redevelopment Public Inquiry, it came to light that there had been a slight error in the Cheshire Town Centre Study. The errors can be found in Volume 6 (Statistical Tables) Table 7 and Table 21B, and relate to an incorrect entry for out-of-town expenditure for clothes / shoes in Crewe and Congleton. The error does not affect the conclusions or recommendations set out in the study. The amended tables highlight the errors, and letter received from White Young Green explain the cause and impacts of the incorrect entries.
