Draft Regional Spatial Strategy
The Regional Spatial Strategy (RSS) provides a framework for development for the region; setting out the scale, broad location and priorities for development, and identifying where, and how much, development should take place in the North West. It covers a range of planning issues such as transport, housing and the environment and seeks to provide a sustainable plan for the future growth of the region.
The North West Regional Assembly (NWRA) is responsible for preparing RSS. The draft RSS was submitted to the First Secretary of State on 30 January 2006, and is currently subject to an Examination in Public. Cheshire County Council is a statutory consultee of the NWRA, and, alongside other Local Authorities throughout the North West, has contributed to the development of the Regional Spatial Strategy by representing Cheshire at a regional level.
Following adoption of the draft RSS, the policies in the strategy will replace those in Regional Planning Guidance for the Northwest: RPG13 (RPG13 became RSS upon commencement of the Planning & Compulsory Purchase 2004 Act). Under the new planning system, RSS will have to be taken into account when policy documents and planning applications are decided.
