Introduction
Welcome to this website, which is intended to provide key information concerning the Examination in Public (EIP) into the Cheshire 2016 Draft Deposit Structure Plan Alteration. The Alteration extends the plan period of the current Structure Plan, Cheshire 2011, by a further 5 years. It takes account of the European, national and regional guidance which has changed the policy context since the current Structure Plan was approved in 1999 and sets the strategic land use policy framework up to 2016 for the public, Cheshire Planning Authorities and organisations with an interest in development in the County.
The purpose of the EIP was to provide the County Council with additional information, through a structured discussion in public on selected matters (issues) on which they need to be more fully informed. The EIP was not an examination of all the deposited proposals and any proposed changes, nor was it a hearing of objections. The EIP was conducted by an independent panel of two appointed by the Secretary of State and Planning Inspectorate, namely Mr Adrian Smith (Chair) and Mrs Shelagh Bussey (a Senior Planning Inspector). It dealt only with selected issues and although anybody could attend, only invited participants were to take part in the discussions. The list of issues and participants drawn up by the County Council, following consultation with the Panel, is available via the link above.
The EIP commenced on Tuesday 18 January to Thursday 27 January 2005. Following the EIP, a Panel report and recommendations are now available which set out 66 recommendations on clarifications and amendments to the Structure Plan’s policies and explanatory text.
The recommendations will be considered by County Council Members in the summer 2005, along with consequential changes to the Structure Plan Alteration. The amended plan will then be the subject of public consultation prior to any final adoption by the County Council. Please find above links to the Panel Report and Summary of the Recommendations
