The Cheshire 2016: Structure Plan Alteration was adopted by the County Council in December 2005. It replaces the Cheshire 2011 Structure Plan, which was adopted back in 1999. Since 1999 there have been a number of changes in national and regional planning guidance. There have also been changes, for example, in the types of jobs created and travel patterns. The Structure Plan has therefore been reviewed to take such changes into account, to respond to public comment, and to ensure it complies with the principles of sustainable development.
The Structure Plan Alteration sets out the broad planning strategy for Cheshire. It contains policies on the amount and general location of new homes, businesses, shops and leisure facilities. It also sets out measures to protect and enhance Cheshire’s environment and to improve its transport network.
It emerges from an extensive period of public consultation including an Examination in Public in early 2005, where representatives from a range of organisations were invited to rigorously debate the proposed changes. Numerous comments from the general public and interested parties have helped to shape the Structure Plan Alteration.
The Structure Plan Alteration forms part of the portfolio of Development Plans for Cheshire, and will guide plans and development decisions until the Regional Spatial Strategy is adopted. This is the last Structure Plan that will be written for Cheshire as the new planning system based upon Regional Spatial Strategy and Local Development Frameworks will eventually subsume its current role. However, in some cases, specific policies for Cheshire will be saved for a three year period beyond the adoption of the Regional Spatial Strategy.
