The Cheshire 2016: Structure Plan Alteration was adopted by the County Council in December 2005. It replaced the Cheshire 2011 Structure Plan, which was adopted in 1999. From 1999 there had been a number of changes in national and regional planning guidance, and the characteristics of Cheshire. The Structure Plan was reviewed to take these changes into account, to respond to public comment, and to ensure it complied with the principles of sustainable development.
The Structure Plan Alteration set out the broad planning strategy for Cheshire. It contained policies on the amount and general location of new homes, businesses, shops and leisure facilities. It also set out measures to protect and enhance Cheshire’s environment and to improve its transport network.
It emerged from an extensive period of public consultation including an Examination in Public in early 2005, where representatives from a range of organisations were invited to rigorously debate the proposed changes. Numerous comments from the general public and interested parties helped to shape the Structure Plan Alteration.
The Structure Plan Alteration formed part of the portfolio of Development Plans for Cheshire, which guided plans and development decisions until the Regional Spatial Strategy was adopted. This was the last Structure Plan written for Cheshire. The new planning system outlined in the Planning and Compulsory Purchase Act 2004 is based upon Regional Spatial Strategies (RSS) and Local Development Frameworks, and these documents will take the place of adopted District Local Plans and County Structure Plans.
Replaced Structure Plan Policies
The North West of England Plan: Regional Spatial Strategy to 2021(RSS) was published and adopted by Government Office for the North West on 30th September 2008. This plan replaces the majority of the policies contained within the Cheshire 2016: Structure Plan Alteration, although some are not replaced as they are not fully covered by the new RSS. The table below lists those Structure Plan policies which have been replaced and for each policy shows the relevant RSS policy or policies which have replaced it:

The following policies have not been replaced by the new RSS:

GEN8: Regional Parks
HOU6: Caravan Sites for Gypsies
T4: Strategic Improvements to Transport Network
T5: Former Railway Infrastructure
T7: Parking
T8: Improvements to rail network
T9: Motorway and trunk road schemes
T10: Roadside services
TR3: Visitor Accommodation
TR4: Golf Courses and other extensive outdoor recreation
The above policies will continue to be part of the Development Plan and used to determine planning applications until they are replaced by a future RSS revision, although the new unitary authorities of Cheshire West & Chester and Cheshire East will be examining how they can express these policies through their Local Development Framework.
