The Planning Control Team handles the statutory functions of the Environmental Planning Service with respect to development control and strategic consultations. This involves the determination of all planning applications for mineral extraction and waste disposal and the County Council's own development

Minerals extraction and waste management is considered at a county wide scale given its strategic implications. The County Council’s own development typically involves applications at schools, libraries, care homes, and the locations for other services operated by the County Council. Planning applications for road schemes are also determined by the County Council.

Both types of applications involve not only the processing of planning applications. Advice is given to people wishing to submit an application. If planning permission is granted, the team is involved in the monitoring of the development to ensure that the planning permission is complied with. The investigation of unauthorised mineral and waste activities also forms part of the team's work. The team also contributes to the formulation of planning policies.

The County Council does not generally deal with applications relating to housing, industrial or commercial developments and these should be directed to the appropriate district council. The Planning Control Team does respond to consultations from the District Council and adjoining authorities on planning applications of a strategic nature, for example large housing or retail developments.

In all the work that is carried out the Planning Control Team works closely with other colleagues within the County Council and beyond. Regularly consultations take place with landscape architects, archaeologists, highway engineers, nature conservationists, and others. We also consult external bodies such as the Government Office for the North West, English Nature, the Environment Agency and the Region’s Airports on a variety of issues.
