Development Control Charter

The Town and Country Planning system is designed to regulate the development and use of land in the public interest. It is the system by which we enhance and protect our environment whilst at the same time allowing the development necessary for our economic and social well being to take place in an acceptable manner. The development control process seeks to ensure that these aims are achieved through the submission and determination of applications for planning permission for development and the monitoring and enforcement of any subsequent permissions.

The importance of the development control system is accepted by the Service Plan of the Environmental Planning Service as the system will assist in achieving two objectives of the Plan:

  • Promote the highest standards of design and development to enhance the quality of Cheshire’s environment and communities; and
  • Promote and improve public understanding and accessibility to all our services and encourage stakeholder participation in their design and delivery.

Cheshire County Council is the Mineral and Waste Planning Authority and has the responsibility to control these types of developments. The County Council is also responsible for determining planning for its own developments. All other forms of development are the responsibility of Cheshire’s District Councils.

The purpose of the Charter is to set out the aims and objectives of the County Council in its determination of planning applications, the monitoring and enforcement of planning permissions and the quality of the service that can be expected. In particular, the Charter seeks to ensure that a high standard of service is provided to all those who are involved in the development control process. This Charter runs in parallel with Cheshire’s Local Council’s Charter for Town and Parish Council’s and does not replace or erode the standards set out in that agreement.

At Cheshire County Council the development control process is undertaken by the Planning Control team. The Planning Control team undertakes other aspects of work e.g. handling consultations from Cheshire’s District Councils on planning applications of a strategic nature and consultations from the Department of Trade and Industry, which are not included within this Charter.
