Ince Resource Recovery Park

Planning Application for a Resource Recovery Park (RRP) at Land adjacent to the Manchester Ship Canal. The County Council considered an outline planning application (3/P/2006/111/XXX/125) by Peel Environmental Ince Ltd for the construction and operation of an Integrated Waste Management Facility (IWMF) and Environmental Technologies Complex (ETC), including landscape/ecological mitigation and vehicular access from Kemira Road, water access via an upgraded berth facility on the Manchester Ship Canal and rail access via an existing rail spur on land adjacent to the Manchester Ship Canal, Ince, Cheshire. The outline planning application was refused by the County Council’s Development Regulatory Committee on 6th November 2006. A separate application was made under Section 36 of the Electricity Act 1989 to the DTI for a Refuse Derived Fuel (RDF) Plant. This was considered by the County Council’s Full Executive on 15th November 2006 and the report can be viewed at - PIN Item Ref 5753. The applicants have appealed to the Secretary of State against the County Council’s refusal of the outline planning application.

On 20 July 2007 a revised planning application for the development was submitted to the Council (3/P/2007/111/XX/564). The application documents can be viewed online and also on the applicant’s website. The applicant has now appealed against non-determination of this planning application.

The appeals against the planning applications will be dealt with at a Public Inquiry.  The Inquiry will also consider the Section 36 Electricity Act application. The Public Inquiry is to begin on Tuesday 15th April 2008; and will be held at the Forest Hills Hotel, Overton Hill, Frodsham.
