What is a Statement of Community Involvement?

The Government has made major changes to the planning system. One of the main aims is to involve communities in the planning system, to enable people to influence the direction of future development in their area.

This is why the County Council is now required to produce a Statement of Community Involvement (SCI) which will set down how the County will involve the community in its planning functions.

What planning functions are the County Council responsible for:

  • Producing Waste and Minerals Development Frameworks – a set of documents dealing with waste and mineral policies and site allocations of land for this type of development, which will be used assess planning applications.
  • Determining planning applications for waste and minerals sites – for example, landfill sites, quarries and recycling plants
  • Determining planning applications for County Councils own buildings and facilities for example; schools, roads and Social Service establishments.

The current consultation arrangements for planning applications are included in the Councils Development Control Charter and Planning Control Protocols which comply with legislation for publicity and consultation on planning matters.

Issues & Options June 2005 In June 2005 initial public consultation was undertaken with our community and stakeholders to gauge their views on how involvement should take place on County planning matters, what form that engagement should take; when it should take place and with whom. Pre submission (first draft document) August 2005 Once we had an idea of the community’s views on involvement, the County Council began to prepare a draft document. The Pre-Submission SCI was sent out for public consultation between 19 August and the 30 September 2005 along with accompanying documents. You can view the documents from the pre-submission draft.
Submission (second draft document) March 2006 After considering comments on the Pre-Submission Draft SCI, which were made during the consultation period during 19 August and the 30 September 2005 Cheshire County Council prepared a final version of the SCI. The revised document was submitted it to the Secretary of State for his approval in March 2005. The Public were asked to comment on the documentation and during the period 21 March to 2 May 2006. The submitted submission documents can be viewed as can the submitted comments.
Independent Examination July 2006 The purpose of an examination is to determine whether the statement of community involvement is sound. There are nine tests of soundness against which the SCI will be examined. These tests are set out in Planning Policy Statement 12.
Inspectors report July 2006 Following the examination the planning inspectorate will issue a “binding report” which will give specific recommendations as to how the SCI must be changed in order for it to be sound. These changes must be made before the SCI is formally adopted. View the full inspectors report.
Decision Paper October 2006 The committee meeting held on the 12th of October 2006 determined that the SCI be adopted. View the Committee Report
Adopted SCI October 2006 Cheshire County Council formally adopted its SCI on the 12th of October 2006. A three month period for judicial review has now passed with no applications received. View the adopted SCI
