The Plan

It is a statutory requirement of Cheshire County Council to produce a Waste Local Plan and to determine planning applications for waste management facilities.

The Cheshire Replacement Waste Local Plan allocates sites for waste management and sets the criteria new waste developments must meet. It plans for managing all types of waste including household, commercial and industrial, inert construction and demolition waste and hazardous waste. Sites are allocated across the County for a range of waste management facilities and are identified within the Plan.

The Re-deposit version of the plan was subject to a Sustainability Appraisal and Strategic Environmental Assessment, which tested the likely environmental, social and economic effects of the plan. These reports can be downloaded from this website or are available to buy by contacting the Waste Local Plan team.

2.5 million tonnes of waste is produced each year in Cheshire and too much of this waste is being landfilled. The Cheshire Replacement Waste Local Plan will support Cheshire in reducing this reliance on landfill and moving towards more sustainable methods of waste management.

Sustainable Waste Management

The Replacement Waste Local Plan must support Cheshire in meeting today’s waste management principles. Since 1995 we have been working towards “sustainable waste management” and now key legislative and regulatory changes are driving this change . This includes European Directives and National guidance including the EC Landfill Directive and the Waste Strategy 2000.

The key themes of waste management today which the Plan supports are:

  1. Reducing the quantity of waste produced.
  2. Maximising recycling and re-use of waste.
  3. Encouraging new and improved technologies in waste management.
  4. Seeing waste as a resource.
  5. Reducing the need for landfill.

History

The Cheshire Replacement Waste Local Plan replaces the Cheshire Waste Disposal Plan which was out of date. Work on the Replacement Waste Local Plan began in 2003 as Cheshire greatly needed a new plan. 

A First Deposit Draft of the Plan was published for a statutory six week public consultation in spring 2004. During this time 13,000 comments were received. A Sustainability Appraisal was also carried out to test the plan against a range of social, economic and environmental objectives.

Following June 2004 the First Deposit Draft was modified to produce the Re-deposit version of the Plan. This took into account the responses received during the consultation period and the recommendations of the Sustainability Appraisal and Strategic Environmental Assessment.

A local plan inquiry was held into objections to the waste local plan between 5th September 2006 and 21st February 2007. The County Council received the binding Inspector's Report in June 2007. The County Council adopted the Cheshire Replacement Waste Local Plan which took into account the binding recommendations of the Inspector on 12th July 2007. The Plan now forms part of the development plan for Cheshire.
