The County Council has established mechanisms to strengthen, develop and maintain effective links with all 204 Cheshire Town and Parish Councils through a Partnership Officer within the Strategic Partnerships Unit. Providing a single point of contact for Town and Parish council representatives, the Partnership Officer will respond to, or signpost, individual enquiries to specific services within the County Council.
An ongoing working relationship is maintained through regular liaison with officers of the Cheshire Association of Local Councils (ChALC) and the Partnership Officer attending their quarterly area meetings, to encourage the two-way sharing of information. There are some areas within Cheshire which remain unparished and the County Council funds a Regional Development Officer Chalky White who is employed by ChALC and based at the ChALC offices at Blue Bache, Burleydam, Whitchurch, SY13 4AW (Tel: 01948 871314). His role includes promotion of the Quality Parish Scheme and encouraging the parishing of areas currently unparished.
The County Council maintains a database of clerks of all Cheshire Town and Parish Councils. Please inform the Partnership Officer of any change in clerkship contact details in order to keep the database as current as possible.
The "Charter for Cheshire Councils: Working Together for Local People" sets out principles for how the three tiers of local government should all work together to improve the quality of life of those living in Cheshire. Further details can be obtained from the Partnership Officer.
As part of the County Council’s ongoing commitment to liaison with parish council representatives, an annual Parish Conference event is hosted by the County Council to provide an opportunity for a joint exchange on current significant issues. The County Council offers a free website hosting service for Town and Parish Councils. Existing websites can easily be transferred to the County Council’s server by contacting Rob Ashcroft in County ICT. Quality Parish Councils:
Cheshire currently has sixteen Quality Parish Councils (as at November 2007) - Antrobus, Audlem, Cranage, Helsby, Lower Withington, Mickle Trafford, Poynton-with-Worth, Somerford, Tarporley, Tarvin, Twemlow and Upton-by-Chester Parish Councils and Middlewich, Nantwich, Northwich and Winsford Town Councils. These Councils have demonstrated the ability and capacity to take on the enhanced role and responsibility that Quality Status brings.
