In 1998, the Council commissioned a report on Disability Arts in Cheshire. The full report (called The Third Door) is available in hard copy at main libraries - local libraries have a copy of the Executive Summary.
The report was launched at a showcase event in January 1999.

As a result of the report, a Strategy has been developed with partners in Social Services and the District Councils. It looks at the areas of:
- Provision and availability of Information
- Networking and Training
- Arts Activities and Initiatives
- Sustainability
