How the level of Council Tax is determined

The Council determines the income it requires from the Council Tax by deducting its allocation of Formula Grant from its budgeted (planned) expenditure. The income required from the Council Tax is then adjusted for the Council's share of any surpluses or deficits on District-managed Council Tax Collection Funds. 

The Council sets its own element of the Council Tax according to the tax base and collection rates determined by the Districts. This is added to the Police Authority, Fire Authority, District and Parish Council requirements and is collected as a single tax by District Councils, which then make the appropriate payments to the precepting authorities.
