Transforming Cheshire

The preceding four themes encompass "what" the Council is aiming to achieve to deliver the vision. The fifth theme of "Transforming Cheshire" sets out "how" this will be done. It addresses such areas as customer focus, community engagement and getting the best from our staff, our assets and the taxpayers' money. It includes the key support services. However, it is recognised that the Council faces huge change from a number of the associated challenges, including:-

  • Demographic change means there will be many more older people and fewer children
  • Public expectations for quality, choice and accessibility are rising
  • Resources are severely limited with the potential for £50 million funding gap over the next four years
  • Simply increasing the Council Tax by several times the rate of inflation is not an option
  • Performance in some areas is slipping relative to the best councils.

The Council recognises that if it is to remain fit for purpose, incremental improvement is no longer sufficient. It must seek transformational change and the Transforming Cheshire Programme is designed to respond to the above challenges and deliver the vision for 2010. The vision is set out earlier in this document but to make it more tangible we have defined ten features of the Council in 2010:

  1. Services delivered through the natural communities and neighbourhoods
  2. A local hub as a contact point for each area
  3. Services designed from the customers' point of view
  4. Easy access to services in the best way suited to each citizen
  5. Use of technology to underpin efficient and effective service delivery
  6. A greater community focus for elected members
  7. A competent and valued workforce
  8. A small corporate centre
  9. A shared back office hub
  10. A modern use of property
