What is CPA?
In 2002 the Government introduced the Comprehensive Performance Assessment (CPA) to assess the performance and services of all English councils helping them to focus on improvement. The assessment is lead by the Audit Commission with inputs from other external review bodies such as the Commission for Social Care Inspection (CSCI) and Office for Standards in Education (OFSTED).
In 2005 the way that CPA operates changed. The changes come under the new framework of ‘CPA – The Harder Test’ which aims to reduce inspection by increasing reliance on performance data and self assessments.
