Following the inquiry into the death of Stephen Lawrence, the MacPherson Report was published which made recommendations for improvements in the way the police and other authorities deal with racist incidents.
The Home Office has published a Code of Practice which applies to all statutory authorities and gives guidance on how to establish effective procedures for reporting and recording of racist incidents.
The Council has accepted the definition of a racist incident as 'one that is perceived to be racist by the victim or any other person'. It has agreed that any racist incident that a member of staff is made aware of should be recorded on the standard reporting forms and investigated.
The guidance note gives details of the procedure that needs to be followed.
