Following on from the LPSA1 theme of “Improving Services for all through Partnership” the Cheshire Partnership agreed on the following overarching theme for the second generation PSA:
'Helping vulnerable people through; improved life opportunities, safe and healthy communities, sustainable communities.'
This to be supported by the following principles;
- prevention is better than cure,
- shared information,
- shared good practice
It was felt by all that the chosen theme reflected the need to build on the foundations laid by the first LPSA by concentrating on benefiting the vulnerable individuals and communities of our diverse population. Where the first PSA enabled the Cheshire Partnership to focus on working together successfully to deliver high quality services to the people of Cheshire, this second generation bid focuses on cross cutting issues.
Eleven targets have been agreed and these are listed below. Some of the targets are across Cheshire, whilst others are more geographically centred.
The eleven targets cover the majority of the areas of common interest identified from the mapping exercise of the LSPs. Those areas of common interest not included in this submission will be discussed with LSPs and alternative action plans will be developed. The targets below also contribute to partner priority areas, CPA Improvement Plans and other national initiatives (e.g. Innovation Forum).

Target 2 - Building positive parenting
Target 3 - Employment opportunities for people with disabilities
Target 4 - Delivering services for children and young people
Safe and Healthy Communities
Target 5 - Improving the quality of life of older people
Target 6 - Reducing the fear of crime
Target 7 - Increasing safety from domestic abuse
Target 8 - Reducing death and injuries on Cheshire roads
Sustainable Communities
Target 9 - Improving street environment
Target 10 - Increasing community environmental well being
Target 11 - Improving housing standards
