| Although the majority of dog fouling occurs on footways and highway verges, the responsibility for controlling this matter and clearing the dog dirt lies with the District Councils.
Most of the District Councils are trying to minimise this problem by providing ‘dog loos’ and ‘pooper scoopers’ along with notices and the threat of fines to owners who do not clear their dog’s mess up.
