Local Councils Charter

The “Charter for Cheshire Councils: Working Together for Local People” aims to further develop and promote co-operation between Cheshire’s 205 Town & Parish Councils (Local Councils) and the County and District Councils.  It sets out principles for how we should all work together to improve the quality of life of those living in Cheshire.

The new Charter, formally adopted in October 2005, is largely based on the “Local Councils Charter” agreed between the County Council and the Cheshire Association of Local Councils (ChALC) in 1999, though it is now a tripartite agreement with five of Cheshire’s six district councils and incorporates specific reference to closer working with

The Charter for Cheshire Councils is supported by the following:-

  • Cheshire Association of Local Councils (on behalf of Cheshire’s 205 Local Councils)
  • Cheshire County Council
  • Chester City Council
  • Congleton Borough Council
  • Crewe & Nantwich Borough Council
  • Macclesfield Borough Council
  • Vale Royal Borough Council


As part of its commitment to the local Charter, the Engineering Service will automatically refer the following issues to Town & Parish Councils for consultation:

  • traffic regulations (eg: weight restrictions, one way streets, speed restrictions);
  • design of improvement schemes (eg: traffic calming, cycle routes, safety schemes); and
  • highway structural maintenance projects (eg: surface dressing [tar & chippings], road closures).

Town & Parish Councils will also be advised when there are closures and diversions for bridge maintenance.

Our Development Control Officers will be pleased to discuss individual Planning Applications with Town & Parish Councils and arrange a site visit, if necessary.

Town & Parish Councils are asked to help us deliver a more effective service by telling the staff of the appropriate local Area Highway Team when emergency action is needed (eg: road flooding; dangerous or fallen trees, lighting columns or telegraph poles; non-functioning traffic signals) and by reporting:

  • damage to bollards, traffic signs and other street furniture;
  • street lighting failures and non-functioning lights in traffic signs;
  • blocked gullies and broken gully grids or manholes;
  • potholes, loose cat’s-eyes and road studs;
  • loose or badly uneven flagstones and kerbs; and
  • ragwort and other injurious weeds.
