Boughton/The Bars Transport Corridor Scheme This scheme is part of a block of measures intended to provide a comprehensive integrated transport "corridor" which addresses the needs of road users in accordance with the Local Transport Plan, and implements part of the Integrated Transport Strategy for Chester. Total budget over three years is £489,000
Egerton Street, Chester - Home Zone Scheme Homes Zones are residential streets in which the road space is shared between drivers of motor vehicles and other road users, with the wider needs of residents in mind. The aim is to change the way streets are used and to improve the quality of life in residential streets by making them places for people, not just for traffic. Total budget over three years is £300,000. Completed 2005.
A483 Wrexham Road, Chester This scheme, which was officially opened on 17 February 2004, involved the construction of a dual carriageway on the A483 Wrexham Road between Chester Business Park and the A55 Chester Southerly by-pass, was designed to relieve traffic congestion at the Business Park and the route into the City. The scheme compliments the Highways Agency’s widening of the A55 slip road from the Business Park, further reducing traffic congestion and increasing safety. The 6 month scheme involved building a 600 metre carriageway alongside the existing road and improvements to the Business Park roundabout (installation of traffic signals with bus priority, improved facilities for pedestrians and cyclists, easier access to the Park and Ride car park) and has been successful in largely eliminating tailbacks on the A55 and the A483. Total budget £2.5m.

Since 1991/92 the annual Local Transport Plan allocation has included a block of resources specifically targeted at improving the safety of the highway network. Since then around £7,000,000 has been spent on Local Safety Schemes in the area now administered by the County Council. The schemes implemented have resulted in an accident reduction of almost 50% at the sites treated. Total budget over one year is now around £600,000.

The expanding cycle network in the urban area is being developed in accordance with the Cheshire Cycling Strategy. Eventually, a comprehensive network of routes will link with the Countywide and National Networks, enabling much better cycle access to the City Centre. One example is the off-street orbital 'Greenways' canal side route. The County and City Councils have also worked in partnership with Sustrans to construct part of Millennium Cycle Route, which will provide cycle access to the City. Other proposals include:
- facilities for cyclists at traffic signal junctions, cycle lanes, paths and crossings;
- incorporation of facilities for cyclists where changes to the highway network are made as a result of new developments, or as part of highway or junction improvement schemes;
- secure cycle parking in the City Centre, at park and ride sites and railway stations, and at new non-residential developments;
- cycle route signing and map information.
Shropshire Union Canal Towpath A key link for walkers and cyclists between Chester and Ellesmere Port along the Shropshire Union Canal towpath has been completed after seven years by British Waterways, Cheshire County Council, Chester City Council and Ellesmere Port and Neston Borough Council. The last section between Caughall Bridge and Stoak village was officially opened on 2 July 2003 by representatives from British Waterways and the Local Authorities. In a ground breaking partnership arrangement, the project completed the 18 km/11 mile link between Chester and Ellesmere Port at a cost of over £1.5m. Over 90% of the funding came from outside the Local Authorities, from sources such as the Millennium Commission, Northwest Development Agency, Landfill Tax Credits and private companies based alongside the canal towpath. Sections of the towpath are part of the Cheshire Cycleway and Route 56 of the National Cycle Network and allow traffic-free access to Chester and Ellesmere Port. The towpath also provides an important corridor for wildlife along both the rural and urban lengths and a vital local amenity for residents and visitors alike.
Route 70 - various Cheshire Cycleway modifications to improve access and visibility for all users. Total budget for the whole of Cheshire over four years is £175,000.

Bridge Assessment The ongoing bridge assessment programme will finally be completed in the coming year when outstanding work on Network Rail’s bridges will be finished.
Other Bridge Strengthening Schemes In addition, the costs of dealing with the interim measures required on weak bridges (i.e. temporary traffic management measures), catering for urgent unplanned work, and advanced design will also be found from this block.
Bridge Structural Maintenance It is anticipated that this will allow for the urgent and unplanned structural repairs to the County Council’s bridge stock of over 800 structures, including those recently inherited following detrunking.

Chester Western Relief Road This will provide access to development land on the west side of the City and remove traffic from the City Centre, enabling road space to be re-allocated to pedestrians, cyclists and buses, resulting in improvements in environment and air quality. |
