Alsager Traffic Management
The study considers the implementation of an area wide traffic management strategy for Alsager and seeks to coordinate the introduction of individual traffic calming schemes identified within Alsager on the Congleton Traffic Calming Priority List.

Sandbach Town Centre Improvements
A series of town centre improvements identified within the adopted Sandbach Transportation Study. The Study proposes a range of measures to improve pedestrian, cycle, disabled and public transport access in the town centre. The proposals include the introduction of traffic calming, one way traffic flow and surface treatments on High Street to improve the environment for pedestrians and cyclists. Also, the introduction of traffic calming and access improvements to the Hightown and Congleton Road areas of the town, together with improvements to bus, taxi and parking facilities on The Commons.

Local Safety Schemes

Since 1991/92 the annual Local Transport Plan allocation has included a block of resources specifically targeted at improving the safety of the highway network. Since then around £7,000,000 has been spent on Local Safety Schemes in the area now administered by the County Council. The schemes implemented have resulted in an accident reduction of almost 50% at the sites treated.
Total budget over one year is now around £600,000.

Safer Routes to School Schemes

Congleton
Five schools in Middlewich have joined together to make a Safer Routes to Schools Partnership:

  • Middlewich High School
  • Middlewich Primary School
  • St Mary’s Catholic Primary School
  • Cledford Infant School
  • Cledford Junior School

The aim of the Middlewich Scheme is to make a safer environment so that children can walk, cycle or use public transport as opposed to being carried in the car. All five schools, who are involved in the scheme, have participated in educational and publicity campaigns, which support the engineering schemes and encourage children and parents to make best use of the new and existing crossing facilities. School Travel Plans have been completed or are in the process of being developed by all schools.

As part of the Safer Routes to School programme, the following schemes are under investigation:

  • Hannah’s Walk - Upgrade
  • A54 Puffin Crossing
  • St Annes Road - Improvements to school crossing patrol point
  • Various junction improvements

Cycleway Schemes

Proposals for cycle routes in Congleton and Sandbach are well advanced with the participation of an active cycle user group. Initiatives in other towns are being examined, again with local interests. The network development is co-ordinated with national initiatives and inter-town routes have been identified and more will be taken forward. This process will be enhanced through liaison with Sustrans and Congleton Borough Council and co-ordination with leisure routes and Safer Routes to Schools links, developing better continuity of routes. Proposals include:

  • development of a cycle routes between Alsager, Sandbach and Middlewich;
  • improved cycle parking facilities in town centres and other public places;
  • improved links from outlying communities to local towns; and
  • extension of urban cycle routes to Alsager and Middlewich.

Alsager - Canal Towpath
Alsager canal towpath is a three year, jointly funded project with British Waterways to renew and refurbish the canal towpath between Kidsgrove Station and Rode Heath (Alsager) which forms the southern part of National Cycle Network route 5. The route extends from the Midlands to Holyhead in North Wales and passes through Northwich and Chester. The work involves towpath widening in some locations, resurfacing along the whole length and improvements at access points where, in most cases, ramps will also provide access for the disabled.

Wheelock Way
The National Cycle Network in Cheshire will provide links between urban and rural communities and to existing cycle routes in the county that are being developed through the Local Transport Plan programme. Providing new facilities and improving the existing cycle infrastructures will provide opportunities for sustainable economic development in rural areas and support sustainable tourism in the country.

Congleton Town works
Two schemes are being provided, one to link National Cycle Network routes 55 and 70 using a bridleway, and the other crossing the A34 to allow links to local schools, industrial areas and residential areas.

Total budget for the whole of Cheshire over four years is £175,000.

Bridge Assessment
The ongoing bridge assessment programme will finally be completed in the coming year when outstanding work on Network Rail’s bridges will be finished.

Other Bridge Strengthening Schemes
In addition, the costs of dealing with the interim measures required on weak bridges (i.e. temporary traffic management measures), catering for urgent unplanned work, and advanced design will also be found from this block.

Bridge Structural Maintenance
It is anticipated that this will allow for the urgent and unplanned structural repairs to the County Council’s bridge stock of over 800 structures, including those recently inherited following detrunking.

Middlewich Eastern Bypass (Southern Section)
This would permit access to an area allocated for employment. It would enable environmental improvements and the reduction of pedestrian/vehicle conflict along existing unsuitable routes through built-up areas. 'Planning permission for the scheme was granted in November 2006'. Middlewich Eastern Bypass Consultation.
