A5117 Cheshire Oaks - Dunkirk Provision of cycle/footway between new employment, leisure and retail area at Cheshire Oaks and residential area of Stanney Woods, Backford Cross, and ultimate connection to Millennium Cycle Route at Dunkirk. Cheshire Oaks to Backford Cross now completed.
Improved Street Lighting Improved street lighting at various locations agreed with the Police to reduce fear of crime. Locations this year: Loxdale Drive, Town Lane shops (Neston), and West Vale shops (Neston).

Since 1991/92 the annual Local Transport Plan allocation has included a block of resources specifically targeted at improving the safety of the highway network. Since then around £7,000,000 has been spent on Local Safety Schemes in the area now administered by the Council. The schemes implemented have resulted in an accident reduction of almost 50% at the sites treated. Total budget over one year is now around £600,000.

Work will continue over the next 12 months to complete the Safer Route to School Zone in Ellesmere Port. The aim of the zone is to make the environment safer so that children can walk, cycle or use public transport as opposed to being carried in the car.
- Eddisbury Road
Following extensive consultation with local residents a scheme will be implemented which is aimed at reducing congestion around Woodlands Junior and Infant Schools. Traffic calming directly outside the school will reduce the speed of vehicle and no waiting restrictions at junctions and along Eddisbury Road at school opening and closing times will prevent parents from parking too close to the school.
- Woodland Path, Randle Meadow to Woodlands Junior School
A footpath will be constructed which will link Woodlands Schools to Randle Meadow. The shortened walking distance will enable children to walk to school in a safe environment.
- Summertrees Road
Following consultation with residents a scheme to calm traffic on Summertrees Road will make a safer walking route for a number of local school children.

In order to improve access to facilities without the need for a private car, cycle routes and infrastructure will be provided to conform to the Cheshire Cycling Strategy and meet the requirements of the Local Transport Plan. These include:
- routes from new housing to local areas of employment and leisure facilities;
- some of which will be funded by developers;
- connections to the Millennium Cycle Route;
- cycle facilities at transport interchanges and public buildings;
- quiet road cycle routes based on the Local Plan;
- completion of a network of cycle routes to areas of employment. This will assist the socially excluded by improving access to job opportunities;
- improved provision of cycle crossings;
- existing routes to be made safer with designated lanes, advanced stop lines and crossings, e.g. A41;
- setting up a local cycle forum; and
- map information to show the Millennium Cycle Route and local cycle network.
Ellesmere Port district works Provide a link on the A5117 the Millennium Cycle Route and the National Cycle Network to enable residents to travel to their place of work and also for leisure cycling. Total budget over four years is £180,000.
Route 70 - various Cheshire Cycleway modifications to improve access and visibility for all users. Total budget for the whole of Cheshire over four years is £175,000.

Bridge Assessment The ongoing bridge assessment programme will finally be completed in the coming year when outstanding work on Network Rail’s bridges will be finished.
Bridge Structural Maintenance Expenditure of £550,000 is planned for bridge structural maintenance in 2004/2005. It is anticipated that this will allow for the urgent and unplanned structural repairs to the Council’s bridge stock of over 800 structures, including those recently inherited following detrunking.
