The Government’s A New Deal For Transport White Paper (published in July 1998), established a national policy framework for integrated transport. The preparation of Local Transport Plans (LTPs) is a core element of this policy.
LTPs replace the Transport Policies and Programme (TPP) system for allocating resources for local transport capital expenditure. LTPs are, however, more wide-ranging than TPPs. They cover all forms of transport provision and operate on a five-year cycle, rather than the annual basis used for the TPP.
As with TPPs, the lead authority for producing the LTP is the Local Highway Authority. In Cheshire this is the County Council. Other tiers of Local Government, the public and interest groups are, however, involved in the process. For example, the LTP needs to include a statement by each District Council explaining how it proposes to ensure effective implementation of the plan. This statement concentrates primarily on local planning, development control and car parking policies.
Cheshire's first full LTP was submitted in July 2000, following extensive consultation during 1999 and 2000. The current LTP covers the period 2006/11. For further information please contact Jamie Mathews.
