Speed Management Policy

The setting of speed limits is done using criteria laid down by the Department for Transport (DfT). The County Council's policy incorporates these criteria to ensure uniformity throughout Cheshire and consistency nationally. Speed limits need to be realistic, otherwise they tend to be ignored and give a false sense of security to local people. The Police do not currently have the necessary resources to allow them to enforce unrealistic speed limits. speed limit sign
The Department for Transport (DfT) published the findings of the review of speed policy in March 2000 (New Directions in Speed Management - A Review of Policy). While there were some specific conclusions, there are many areas that, it decided, require further research before any policy revision could be formulated. This process is still ongoing. Meanwhile, pending any national policy changes, the County Council is reviewing its own speed management policy.
 
This review covers more than just speed limits and will be subject to a consultation process. Town and Parish Councils will be specifically consulted on any changes to existing speed limits, which will also be published in the local newspapers inviting comments.

Reducing Vehicle Speeds

Inappropriate speed and misjudgement of speed are a factor in 43% of crashes. A very high proportion of these would be avoided if vehicles were driven at speeds such that they could be stopped within the distance that can be seen, as is the accepted wisdom. Additionally, public feedback indicates that walkers' and cyclists' perception of speed traffic has a negative impact on their quality of life.

Traffic Management measures (including more cameras) aimed at reducing vehicle speeds are being introduced. All driver/rider educational and training initiatives address the speed issue in considerable depth and have being expanded.

Joint programmes with the Police, especially the Traffic Enforcement Unit, and District Councils contain specific actions designed to achieve speed reductions. An overall Speed Reduction Strategy is being jointly developed with Halton and Warrington Unitary Authorities and the Police. Several 20 mph zones are being introduced in Cheshire. Any developments which might flow from the Government review of speed policy will be accommodated.
