- All lights out at a junction or emergency action required: attention within two hours. (This operates 24 hours daily, including weekends and Bank Holidays);
- All lights out at a pedestrian signal controlled crossing: attention within two contract hours;
- Red light out: attention within six contract hours;
- Amber or green light out: attention within 12 contract hours.
The above are the maximum times as set out in the maintenance contract, faults will usually be attended to much quicker than these.
A contract hour is any hour between 5.30am and 7.00pm eg: if a fault is reported on a red light at 4.00pm, the fault will be attended to by 08.30am, at the latest, the following day.

Urban Traffic Control
Chester is the most congested urban area in the County and all traffic lights are controlled by a central computer. The system is designed to minimise overall delays to traffic, reduce accidents by smoothing traffic flow, give priority to buses and make it easier and safer for pedestrians to cross the road.
The computer is also able to clear the road ahead of fire engines on their way to emergencies, thus reducing the risk of accidents and improving their response times. At off-peak periods the signals may delay drivers more than they wish but, overall, the advantages more than compensate.

Temporary Traffic Lights
Apart from the Council, many other organisations (public utilities, developers, etc.) working on the highway control the traffic by means of either temporary traffic lights or a manual 'stop/go' board.
All temporary signals are fitted with a device which detects moving vehicles. This reduces the delay to traffic by ensuring that the time for which the green signal is shown is automatically adjusted to suit the amount of traffic on the road.
If any temporary traffic lights are causing undue delays then please inform your Area Highways Team.
