Community transport services are provided for members of the public who are unable to use local bus services because of disability, physical or other mobility constraint or due to an absence of a suitable bus service in a locality.
The Council has a Community Transport Strategy providing a framework to help ensure that the community transport sector can develop and grow to help meet the diverse transport needs of local people. It has been prepared following extensive discussions with community transport operators, district councils, funders, user representatives and other organisations.
Community transport includes a range of transport services that help to fill in the gaps left by buses and trains, such as:

- Dial-a-ride, specialist door-to-door services for people with mobility problems.
- Minibus hire for use by voluntary and community organisations, sports clubs, and schools.
- Moped loan schemes to help people in rural areas get to work, education and training.
- Demand responsive transport or shared taxi services, providing flexible public transport only when it is needed, in areas difficult to serve by traditional bus services.
- Community car schemes, organised lift-giving schemes that enable people who would otherwise find it difficult to attend appointments, go shopping or get out to visit friends, to make these essential journeys.
- Shopmobility.
- Travel training and travel buddy schemes that help people with learning difficulties travel independently on regular journeys.
