Welcome to the homepage for the public consultation on the need for an energy from waste facility to deal with residual household waste. Residual waste is the waste that is left after we have recycled and composted as much as possible.
Cheshire Waste Partnership
The consultation was undertaken by the Cheshire Waste Partnership. This is made up of Cheshire County Council and the District Councils.
'The Consultation'
A Consultation Leaflet containing a questionnaire was sent to every household in Cheshire between 13 September and 15 October 2004, and public meetings were held between 18 October and 5 November to provide an opportunity to ask questions and find out more.

April 2005 Results of Public Consultation
9144 consultation questionnaires were returned and 225 separate written comments were received.
Over 84% of respondents agreed with the Cheshire Waste Partnership’s preferred approach which is to use mechanical biological treatment and produce a refuse derived fuel.
The Partnership’s recycling target was challenged by many respondents as being too low. As a result County and District Council officers have reviewed the target and raised it from 46% to 50%. Many respondents were specifically concerned about minimising packaging waste. The Partnership already runs an active waste minimisation campaign and will look at further possible actions it can take to encourage reduction of packaging waste.
Of the 225 separate written responses received, approximately 67 opposed energy from waste. A 409 signature petition seeking the rejection of burning of waste and the adoption of a zero waste strategy was also received. This was also a key issue discussed at the public meetings.

What about the Waste Local Plan?
This consultation is separate from the recent consultation on the draft Waste Local Plan prepared by the County Planning Officer. The draft Waste Local Plan identifies sites that would be suitable for various types of waste facility, should they be needed. It covers industrial and commercial waste as well as household waste.
This consultation is about choosing the type of facilities we will need for treating our residual household waste.
