Household Waste Recycling Centres (HWRCs) are provided and paid for by residents of Cheshire as places where they may deposit and recycle their own household waste. A significant percentage of users of Neston HWRC have been found to be non-Cheshire residents. These householders are using the Centres at the expense of Cheshire tax payers.
Cheshire residents wishing to gain entry to Neston HWRC are required to display the Resident's Household Waste Pass in their vehicle windscreen.
The scheme is a new initiative to try to prevent misuse of Cheshire’s HWRCs by non-Cheshire residents. Non-Cheshire residents will be refused access to the Centre.
Why Introduce the Scheme?
- Existing measures to stop the misuse of the Cheshire’s HWRCs have had limited impact. This has resulted in increased waste arisings and therefore increased costs to council tax payers.
- The County Council has no statutory responsibility to accept household waste from neighbouring authorities.
- Non-Cheshire residents depositing waste at HWRCs results in increased traffic and congestion.
Why Do I Need a Pass?
- We need to know that you are a Cheshire resident.
- We need to reduce the cost of waste management to all council tax payers.
- We need to reduce queuing times at HWRCs for householders which will help make the recycling option more attractive and help us to meet government set recycling targets.
The Passes are being issued free of charge and are only valid for the deposit of household waste. One Pass will be issued per household.
The Passes are being sent to Cheshire residents living within the catchment area for the Centre. The Passes are for household waste only and do not allow Cheshire residents to dispose of trade waste.
How Do I Use the Pass?
When householders receive their Pass they are not required to do anything, except take it with them when visiting Neston HWRC and display it in their vehicle windscreen so that it can be clearly seen by site staff. The Pass does not need to be handed over to site staff and should be retained by the householder.
Householders will be required to display the Pass on each and every visit to Neston HWRC.
Please also note that vans, pickups, commercial type 4X4s, and trailers over 1.5 metres in length will continue to require Household Waste Permits in addition to the new Resident's Household Waste Pass.
Please ensure that you read carefully all the terms and conditions detailed on the Passes.
If successful the initiative will be phased in at other key Household Waste Recycling Centres in Cheshire.
Replacement Passes
Replacement passes can be issued to householders reporting their loss/damage. Householders requiring replacement passes should complete the request form or contact the Customer Services Team on 0845 002 0134.
Asbestos
Neston is one of four HWRCs in the county that accepts cement bonded asbestos. Householders wishing to deposit asbestos at Neston HWRC will still need to comply with the requirements of the scheme. They can do this by:
a) Applying for a Resident's Household Waste Pass
OR
b) Providing one of the following forms of identification:
i) a valid Driving Licence (with Cheshire address)
ii) a current utility bill (dated within the last 3 months)
iii) a current council tax bill (current financial year)
Flytipping
Flytipping waste is illegal and individuals could be liable to prosecution by the Environment Agency. The Council discourage all Cheshire householders and non-Cheshire residents from flytipping waste. Alternative disposal facilities are available.
